In patches. Rattanakosin between Wat Pho, the Grand Palace and Wat Suthat is genuinely walkable, and so are Yaowarat's night markets and the strip between Nana and Asok on Sukhumvit. But pavements are uneven, crossings are rare on the big roads, and 35°C with humidity kills walking ambition by 11am. Plan to walk within a neighbourhood and take the BTS, MRT or a boat between them.
